Optiplex 3060 SFF TPM Firmware Update Problem
I hope that someone can set my mind at ease about this problem.
PC is an Optiplex 3060 SFF, BIOS version 1.32.0. OS is Win 10 19045.5247 (aka 22H2).
I stumbled upon this Dell TPM firmware update and downloaded it:
I ran TPM MSC in Windows 10. It reported Manufacturer Name NTC, Manufacturer Version 7.2.0.1, Specification Version 2.0.
Then I ran Windows 10 Device Manager (ADM rights) and scrolled down to Trusted Platform Module 2.0. It says the Driver Provider is Microsoft and the Driver Date is 6/21/2006 !!!
I followed Dell's instructions. Rebooted to BIOS Setup, cleared TPM settings and rebooted. Couldn't log on to Windows 10 and had, after much hassle, to reset the PIN. Rebooted and tried to run the downloaded DELLTPM_NPCT750_7.2.2.0_64_v3.exe;
Got an error message about the TPM being "Owned".
This is beyond me. Is there a simple solution, or should I just forget it and not waste any more time?

This Dell support page should help out as to resolving the TPM problem.

Many thanks for your perfect help. Dell's instructions on the firmware download website say to clear TPM in BIOS. I followed the instructions in the link you sent and cleared TPM in Windows. It worked.
Please also note:
1. Dell's instructions for using CMD to determine if TPM is owned give an error.
2. After successfully installing the TPM firmware update and booting to Windows, you need to run TPM.msc and confirm under Status that TPM is ready for use. (I had to enable it.)
