Optiplex 3070 HDMI
My mom has a two monitor desktop of what we assume to be an Optiplex 3070. I- The Gen Z or the house- have been assumed to know exactly how to fix our current problem or know how to find a way to fix it. The problem is, I don’t know a thing about desktops. The most I can do is hook up a console to a screen via HDMI, and even then the HDMI is the apparent problem with the desktop.
We tried moving the HDMI around the monitors and the computer, but the screen keeps saying “No HDMI signal”, over and over again despite the HDMI being connected to the monitor and computer.
I tried suggesting to check if the chords weren’t damaged, but she flipped out on me over the idea. I’m lowkey scared of suggesting another solution and having it NOT work now. Can anyone PLEASE help me out here?

If the console can display video on the same TV using same hdmi cable, then you are correct evidently the Optiplex 3070 is the culprit. If there is no video card installed on the 3070, then connect hdmi to the onboard HDMI video port.
3070 has onboard hdmi and Display Port. If your monitor has DP port, you can also try a DP-DP cable between pc and monitor.
you mentioned there is a two monitor setup. Do you have normal video on one monitor and no hdmi video on the second monitor?
