I have an OptiPlex 3080 Small Form Factor, it has Display Port and HDMI, can the onboard video run 1 or more 4K monitors?

Does this apply to the Micro form factor also, or only the small form factor?

It applies to Micro form factor as well. Onboard graphics with DisplayPort and optional HDMI 2.0b can support 4K monitors.
