I want to add a video card to my optiplex 3090 small, but I don't know if it will fit and if it is compatible, which one is the best for my computer?

The tested and validated video cards for your OptiPlex 3090 small form factor are:
NVIDIA GT 730
AMD RADEON RX 640
AMD RADEON 550
AMD RADEON 540
