Anyone know if the factory ships them with the fan blowing into or away from the heatsink?

They blow into the heatsink.

brad is correct. most Dell oem lga115# heatsink use generic design like this one:
note fan grill is not facing user looking down but facing heatsink underneath fan. fan direction is always towards grill. a while back I had to google this every time until it sank in.

However, it's not said what size/form factor is in discussion here. For the SFF and USFF models, they use a blower type fan the exits the air to the outside of the case.
