Hi

Is it a TPM 1.2?  It is possible that it cannot be upgraded to TPM 2.0.

  • Check BIOS first: reboot, press F2, and look under Security for TPM / Trusted Platform Module and make sure it is enabled.

  • In Windows, open Device Manager or run tpm.msc to see whether TPM is detected and what version it reports.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
About HWiNFO64A.SYS
That driver block is usually separate from TPM; Microsoft says incompatible drivers can stop Memory Integrity from turning on, and the fix is to update or remove the offending driver or turn Memory Integrity off.
  • If you no longer need HWiNFO, uninstall it.
  • If Windows still complains, remove the old HWiNFO driver entry and reboot.
  • If you want Memory Integrity on, you need a newer HWiNFO version that uses a compatible driver, or leave Memory Integrity off.
Windows 10 and 11 include a security feature called Memory Integrity (part of Core Isolation) that prevents kernel-mode drivers with known security flaws from loading.
HWiNFO64A.sys versions 8.98 and earlier were added to this blocklist due to vulnerabilities (such as CVE-2018-8061) that could allow malicious software to gain elevated system privileges or bypass security protections.
When Windows detects an outdated version of this driver attempting to load, it blocks it to protect the system kernel, resulting in the error message: "A driver cannot load on this device."
There are two different series of Optiplex 7010s -- one from 2012 (no go for Windows 11) and one from 2023 (fully support Windows 11).
TPM 2.0 is required to run Windows 11
as an important building block for security-related features. TPM 2.0 is used in Windows 11 for a number of features, including Windows Hello for identity protection and BitLocker for data protection.
If you do not need those security features you may use Windows 11 without TPM2.0
