Optiplex 7010 upgrade

OptiPlex 7010

I would like to upgrade the motherboard, CPU and RAM (or determine if it would just be cheaper to buy a new SFF desktop) to an i5 8th or 9th generation configuration.  I can find compatible parts between those three but just wondering now to navigate the case, PSU and cooling system compatibility since the Dell parts are not listed in the online parts picker sites.

The case supports standard mATX motherboard. The front panel has 2x usb 3.0 and 2 usb 2.0 ports with cables to connect to new motherboard. The power button switch is proprietary 5 pin but pinout is known and you just have to figure out how to align the Pwr+/- pins to new motherboard Pwr sw header.  Psu is standard 24/4 pin ATX.  Dell stock cooler is generic pancake lga1155 with backplate glued to back of oem board.  If new mobo uses same M3 thread backplate then you can still use old Dell heatsink c/w lga1151 of intel 8th/9th gen cpu.  But most people would replace heatsink for serious build. The dell oem one can be used for a test build.
