Optiplex 7010 Windows Logo Black Screen

My PC is a Dell Optiplex 7010 and when I turn it on it shows a windows logo (I boot with HDD) after that, the screen goes black.

I bought this PC in 2020

I have tried multiple things, I have even added an SSD, if I boot with my sSD it says "No Bootable Devices Found" I think it is because my windows is not installed. I have no way to install windows because this is my only PC/Laptop in the house, I have nothing else that can install windows. I got this PC Refurbished and I checked the warranty of it on Dell and it said it ended in 2016.
