OptiPlex 7020 Plus power down

When I switch off my OptiPlex 7020 Plus (i.e. push the power button) the system powers down but then, after a few seconds, automatically powers on again, seems to execute some self test and then finally really powers down. Is this behaviour expected? Why does it power on again? And can I somehow switch off this behaviour so that switching the system off immediately powers down the system?
