OptiPlex 7060 has much slower CPU than invoice

I have an OptiPlex 7060 Small Form Factor desktop PC. The invoice description says that the computer that I purchased has an Intel Core i7-8700 processor, with "6 Cores/12 MB/12T/" with up to 4.6GHz/65W processor speed.

Then I find on my computer, at "About" under "Settings" it says is Intel Core i7-8700 CPU at 3.20 GHz speed.

Why does the "About" description show that the processor only has a 3.20GHz processor speed, when it is supposed to have 4.6GHz processor speed?

The base frequency is indeed 3.20 GHz but the max Turbo frequency is 4.60 GHz. Have a look at the following pages.  You have the correct CPU installed and it does go up to 4.60 GHz. Hope that helps.
