Optiplex 7090 won't turn on after changing the CPU

I replaced the i3 processor with an i5, and it wouldn't power on. I tried putting the i3 back in, and it still wouldn't power on. Everything is properly connected, the socket has no damaged pins, the power supply is fine, and the few times it does power on, it either shuts off by itself or doesn't output video.

Unplug the system and hold the power button for 30 sec.  Then retry the original CPU.

It worked, thank you very much, but now my question is why the PC doesn't want to post with the i5 if it is compatible and the processor is completely new?

That CPU should work - if it does not, it sounds like it's defective.  Was the CPU a new one or a used one?
