Optiplex 9010 max CPU frequency issue

Hello everybody! 
Just have installed Xeon 1230 on my Dell optiplex 9010 SFF machine. Everything works fine but Turbo-boost. Xeon 1230 shows only 3193 Mhz in all the tests instead of 3200 Mhz that are supposed to be as a standard and 3300-3500 Mhz in Turbo-boost mode. Power settings are set to use 100% of CPU power in Win10 and Turbo-boost is ON in bios (A30). CPU wattage is no more than 40W and temperature is below 50C. 
So any ideas why Turbo-boost is not running?
