Optiplex 9020 SFF Fan Control

I'm a technician in a public school system that manages 2000+ Optiplex devices ranging from 780-5050 over Mid-towers and SFFs. We've built our SFFs to accommodate SFF low-power NVIDIA GeForce 210 video cards for dedicated graphical hardware acceleration. With the up-tick in remote learning and the need for video conferencing devices, our graphics cards are seeing incredible increases in temperatures. Some of them are now reflowing the TIM under these temperatures (100+ºC) and the cards are causing thermal shutdowns as a result. What probe data is the "Motherboard Fan" using to determine fan speeds and/or can they be adjusted to suit the needs of the whole case without removing the PWM limiter and causing the fans to run at 100%?

Not endorsed by Dell, but some people have used HWiNFO64 or SpeedFan.
