Assuming you mean the amber blink code is 3 followed by 1 then that indicates a PCI card problem. Try reseating any PCI cards (generally this means the GPU card). if that does not help then it could be a MB problem. This page has the Optiplex diagnostic code chart.

Also, PCIe card could be defective. Test in another PC if you can, or test another PCIe card in the 980.
