Optiplex Fan Control
I Recently got given a OptiPlex 7020 SFF with a i5 14500 and 16gb ram, and i also bought a 3050 low profile to use in it, now it was all working ok but with the side panel off, it would go to 80+ degrees and i bought a cooler master fan (80mm 4pin) and plugged it in to the FREE SYS_FAN header, but its running at like the bare minimum speed and its not helping temps with either intake or exhaust, is there any way possible to up the speed or no?

I think some user tried similar experiment before on older Optiplex and the spare sys fan header was not providing good fan pwm to be acceptable. There is no bios control to change that but you could try Fancontrol or speedfan which are third party tool to increase fan header pwm.

If neither tool alters sys fan speed, try sata to fan converter
https://www.amazon.com/CRJ-4-Pin-Sleeved-Power-Adapter/dp/B0711CR7H
or try low profile add in fan card in a pciex1 slot of 7020SFF.
Can you upload a pic of low profile rtx3050 in 7020? Why do you keep side panel off?

OP seems to install a double slot width rtx 3050. I cannot see how that is possible to have psu inside case too? The pciex16 slot is one slot width from psu

I think OP probably has a 7020 plus SFF which has an open ended PCIex4 slot to install a double slot width rtx 3050

Dell OptiPlex systems usually lock the fan speed, so you can't change it much in the BIOS or software.
This is why the fan remains slow even when the temperature is high.
It's better to improve airflow or use proper tools, not shortcuts like Lucky Patcher.
