Optiplex XE3 Power cycle
The unit will not power on. It starts to power on .. green light flashes.. fan starts.
Then the unit stops. Overall time 2 seconds.

You can attempt to clear CMOS via jumper #25 in picture below. Replace the coin cell battery while you are at it. Select F12 at boot to see if you can get a one time boot menu. If success, select to run a system diagnostics.
