PC starts and shuts down over and over again

Hi everyone,

Lately I've had the following problem with my Dell Optiplex 9010: 

The PC starts and shuts down over and over again (10x, 20x or 50x) until it finally starts and the picture appears on the monitor. I don't understand, have already tried to change the battery. It's really "good luck" when it finally starts. Then it works fine, but it's really annoying, as it can take really long before I can work on the computer. 

Anyone know what the problem is?

Run Dell Diagnostics.

repeated restart can be a chipset error or corrupted CMOs. Try first reset CMOs jumper on motherboard.  Also try remove hdd/ssd so pc has no bootable device.  Try power on to see if it can POST to DOS screen without restart.  If pc gives error “no bootable device” but stays stable on that screen, then POST has no error. If so problem may be with booting but not pre booting.

 there is no CMOs jumper on motherboard

Unplug PC from power.  Jumper will be on PSWRD.  Putting it on the RTCRST pins, plug in PC for 10 sec., resets BIOS.  Then unplug from power and place jumper back on the PSWRD pins.  This is if you have a 9010.
