Pc turns on and off continously
I have an optiplex model name:dcne serial number: . It was working ok but today when I tried to enter windows from hibernation it started turning on and off endlessly with no signal on the monitor. I unplugged it from the power, plugged it again and the same thing happened. From the moment I put DC power cable on it continuously turns on for 5 seconds and turns off, it stays like that for 3 to 5 seconds and then turns on again, not showing anything on screen.

Try changing the size 2032 CMOS battery. This has solved boot loop problems before. Duracell or Energizer is suggested as Sony only lasted me 2 years. They should last around 5.
If the problem continues afterwards, please let us know and what model Optiplex you have. I don't have the ability to look up serial numbers from here.

The model is optiplex 740. I just tried a new battery with unfortunately the same result.

I found the problem. I took out all 4 ram sims, kept one of them and tested it successively to all 4 slots. One of them turned out faulty. So I
inserted 3 sims in the remaining 3 slots and it worked! Thank you for your help

changing the CMOS battery fixed my issue. Thank you.
