PCI Simple Communications Driver - Shows Yellow Triangle (Windows 10)

Hi, I recently found this old desktop (Optiplex 9010 (Service Tag: ))  in my company and decided to check if it was still working. It turns out it would just hang after booting into windows 7 so I decided to install windows 7 again on it with the disc that I found laying around here. After that I upgraded it to Windows 10 using the MediaCreationTool2004 from Microsoft's website.

After installing all the chipset drivers and USB controllers I was able to get everything to work properly except this PCI driver. I have tried all the steps mentioned in the other posts about this issue but I just keep getting an error that says."This PC does not meet the minimum requirements".

Can someone help? I did install the Intel Management engine and all the chipset drivers on Dell's website and even the PCI driver installed perfectly, however it still shows that yellow triangle in device manager.
