Try the following. It sounds like a memory issue.

3050 what, case, SFF or MT or what case size,
this pC has amber power blink codes covered in the free manual at dell, is it doing those/ CODEs BLINK?
so you did the long reset, ? all cables off PC and it will not turn on then, ?
or turns on then later fails, you did not make that clear sorry.
I guess you said 2nd PSU fails TOO, but is not clear in your text sorry. and in same way flashing amber.
that amber is not genius level logic, just means oops power fails. (Dell manual says PSU failure but should say , PSU failure or it is OVERLOADED !!! as in SHORTS.
2000-0173 this is in your manual for sure, on all Dells, but not this code. why?>????????
did you first run ePSA , from the F12 key ? firmware built in diagnostics???? always do that first if not dead PC.
my guess is 1: 173 is not a real code and for sure is missing in the official page here.
https://www.dell.com/support/article/us/en/04/sln115162/resolve-hardware-issues-with-built-in-and-online-diagnostics-epsa-or-psa-error-codes?lang=en
please check your code again, and run full ePSA , ok? lots and lots of codes, but why is yours missing IDK.
123 is memory
that? 143 is bad HDD.
also there is 2nd possible, in that the dell BIOS is newer and DELL forgot to update the magic list above.
but that is only my (bad brain thinking that do to the fact most PC makers bios docs stink, weak or none)
but dell PSA is one of the best in the world, no kidding, so there.
the PC , did you strip it down at test it first. (picture in your mind that all electronics things fail and short)
and that when they do the PSU sees that (ATX spec rules 1second or less run) to prevent Mr. FIRE.
so we know that and we strip all PCs downs. to the minimum StATE.
we first remove he video cables (it has 5v pin on some) so off it comes, oops PC turns on.?
then USB ports, remove all things, even mouse and keyboard, if wise. USB uses 5vdc special bus so remove those things next , so now its BIG naked chassis, with AC only cord to the wall HOT AC live power..
so you then scratch your had an get brave and off comes the side
and you pull that GPU card from the x16 slot, using the bottom slot lock opened, do not force cards or connectors. most have LOCKS. assume it and win , in this craft.
PC turns on now? no. (if yes, bingo, in every case it turns on BINGO)_
next is remove all SATA power cables to all devices, yes, like I told you all things can in fact short out.
DVD,HDD, SSD< , unplug it.
do not remove the 2 main mobo power jacks, (going to PSU) ok? we are testing all that now.
now the mobo is very much more naked. right, just look at it a moment, and think like this , CPU never fail.
I've never seen one short out from 1981 to now, sure fail but short out no. intel inside magic there,
(exception 1 time lightening hits but gee blew ever chip in PC to H3LL so... even tops of chips lids blown off)
So I gander at the mobo a moment then doing your mobo 30 second discharge step you stated, and PC is dead cold and DC 0volts, you test each RAM one at a time, in bank 0 . to see if one of the rams are shorted.
gee id bet 2 did not both short , sure.....
on my 3020 the center of mobo has this tiny LED SMD that glows orange any time standby 5vdc power is present does yours glow, line cord in the wall, IT MUST.
and last, the PSU testing, what if 2 PSU were bad, both used, one not new
pull Ac CORD, AND DO A 10SCOND POWER BUTTON PUSH.
THEN see that PSU test button there, on mine rear others side. of PSU
if you push the PSU if forces on.
then unplug all PSU cables, to system.,
then push the PSU test button you see the PSU LED next to button go green then the ACTUAL PSU FAN spins, see that, this is mostly a good PCU,(not acid test proof)
You can then hold that button and measure every power rail pin on the PSU 2 mains connector output
and see if all meet spec, for voltage,, 12vdc mostly.
you can also hot wire the PSU, to force it on. on my 3020 pin 8 (highest) pin is green wire and is power on.
if I jump it to pin 7 (of 8) ground pin to green 8 the PSU turns on, even on the bench. PSU benched.
and all DC voltages present there.
the MT has the push button on PSU
the SFF, I cant find it but no PC case state.
there is my contributions on how to test for bad power,
