Power Supply Compatability

I have dell Optiplex 3020 with this specifications :

core i3 4130

8gb ram (4*2)

280w PSU

120gb SSD

500gb HDD

I heard that the i5 4460 only needs 84 watt power and a low profile rtx 3050 only needs 70 watts. If i upgrade these two components 16 gb ddr3 ram, can I still keep the power supply?
