yes and no.
You need software.
Windows Disk burning is horrible.
easiest way is to get this drive

and put in here
https://www.amazon.com/OWC-Mercury-Optical-External-Enclosure/dp/B06XRCCV44/
that way you can re install cyberlogic suite on any machine.
Also never install it online because it will update the firmware and register the software to one machine only.

If you have an optical drive and it can burn DVDs then yes it can also burn CDs.

I don't use Windows disk burning either.

The only catch I've ever had with Nero is their registration never works, so I get a pop-up reminder when using it, but software still works.

So I need to buy a optical drive it has optical drive that comes out when you push button and the second one on bottom looks like its for floppy disk

DVD burners/ROMS, CD burners/ROMS are also considered optical drives. 7040's don't have floppy drives.
I believe this is your model?

What you mean optical drive all I know it has two drives one you push button and pops open and the second one looks like its made for floppy disk

when you buy 7040 tower from Dell there is option to choose how many optical drives and what type of ODD you want. either 0,1,or 2 odd. if you choose default chances are you get 1 odd.
you will hear different users have various experience with Windows 10 disc burning app. it may better to try yourself to see if you like or dislike it. If it works for you then no need to pursue third party burner software.
