Dell's have a long history of memory compatibility with non-Dell branded memory. A chosen memory can work in one and not work in another of the same model. For that reason we suggest Crucial Memory for non-Dell branded memory as it is guaranteed to work in a Dell. Other than Crucial, purchase memory where they have a liberal return policy in case it does not work.
The Amazon listing does not list the memory voltage. Dell manual does not list it either but Crucial lists required memory as 1.35V. You can have the right DDR3 memory but wrong voltage.
Here is the Crucial listing:

As fireberd stated, Crucial is the best bet for guaranteed compatible RAM. Just as an FYI Doctor Memory (the distributor for XUM RAM) lists that RAM as 1.35-1.5V which would be incorrect for DDR3 RAM. DDR3 is 1.5V and DDR3L is 1.35-1.5V. Which makes it quite possible that the RAM voltage could be the culprit if the RAM voltage is not accurate.
