To be on the safe side the maximum GPU length you can use on OptiPlex 7010 is between 9.5 and 10.0 inches. Everything above that ...(need to remove hdd cage)
first off I just wanted to thank y’all for this info cause I’m doing the same thing and also if for some reason your graphics card doesn’t fit than you can just buy a new mid tower, that’s what I did and then I carefully transported the motherboard to the new case and installed it.

A 450-500w psu is sufficient for 7010 cpu+ rtx 3060
Load Wattage: 368 W
Recommended PSU Wattage: 418 W
