Yes, DDR3-1600 (PC3-12800) SDRAM will work fine.

Optiplex 9010 spec sheet

quotes:

Up to 4 DIMM slots (2 for USFF); Non-ECC dual-channel 1600MHz DDR3 SDRAM, up to 32GB (16GB for USFF)

I can't comment on Corsair.

You can test RAM using MEMTEST86 on the actual PC.

https://www.memtest86.com/

Note that DDR3 is prone to failing the row hammer test, but it is not enough to stop me from using it. I've seen this quite a lot with Hynix DDR3 that is factory shipped in 7010/9010.  I don't know what memory chips Corsair uses.

Google 'DDR3 row hammer'.

If you're buying it, don't worry so much about brand and just concentrate on getting good quality at the best price. Unless you're a billionaire, value is key and all these low timings and overclocking will be next to useless on an off-the-shelf Dell Optiplex.

Dell's have a history of memory compatibility.  No definite issue, as one compatible brand can work in one PC and not the other.  If you buy memory, buy it where they have a easy return if it doesn't work.  We (techies) recommend Crucial for non-Dell branded memory as it is one brand that is guaranteed to work in a Dell.   And mixing brands/type of memory is iffy.  Best to have all the same brand/type.

Here is the Crucial listing for a 9010 SFF (since you didn't note which version you have).
