service tag worked for recovery image but not for drivers
I bought a refurbished Optiplex 790 on Amazon Marketplace (my third used machine). I was able to use the service tag to download a recovery image for Windows 7. Trying to use the tag to get the drivers doesn't seem to work. Entering the service tag on the support page has no effect and the Drivers and Downloads page, which I found separately is blank.
Anyone have a clue as to why the tag works in one place and not another? My other service tags seem to work as expected.

It appears that my service tag issue was browser-related. I worked my way through four browsers before the Dell website accepted my service tag and I was able download both the Dell Windows 7 recovery image and the drivers specific to the Optiplex 790.
Contrary to the replies I received, it *is* possible to get a Windows 7 recovery image from Dell, based on the service tag, at least for business class machines. I have done so for the Optiplex 790, Optiplex 7010, and Latitude E6420. These are the original Windows 7 images; after installing them, you will need to go through a few hours of running updates to bring the system up to date. The recovery image will be the same version of Windows 7 installed originally installed (for business machines, Pro 32 or 64 bits) Information on how to do get the recovery image can be found here:

I have used these images to rebuild the machines listed above after hard drive upgrades. The service tag also lets one get a list of exactly the drivers needed for a particular machine, including any bios upgrades. You can do this by entering the service tag number here:

Do the Windows 7 install first, then BIOS, then chipset drivers, then other drivers. Have them all on a USB stick drive and you won't need wifi or ethernet access until you've finished updating everything. If you wish to block Windows 10 upgrades, the easiest way to do so is with a tool called GMX Control Panel, which can be found here:

Can't say why the Service Tag doesn't work on this, but just use the model to access the downloads.

790 is not a model that would allow windows 7 ISO download.
Microsoft has also removed the windows 7 ISO's from digital River and elsewhere. The drivers on the 700 series are called Resource DVD and this has NEVER been an option to download.

If you have a valid Windows 7 COA on your system you can install WINDOWS 10 1803. When you download the ISO you burn to DVD then F12 Boot the disk. When it asks for a key you choose the "I do not have a key" option. Then when you get online you change the key and use the HOME or PRO key on the system.
You cannot use a HOME Key for PRO or vice versa so you have to pick the correct version of 10 during install.
If you still have windows 7 I recommend updating the bios first.
