The solution was a non-Dell one

Since I couldn't purchase a better motherboard for my optiplex which I really liked.  I upgraded my monitors to a three armed mount and hung a Beelink CPU from one of the vesa screws.  I connected extra SSD drives to docking ports that mounted directly to the Beelink and with no extra video cards, etc... I get great video on three monitors and the fastest computer I've ever had
