TPM 2.0
I have a Dell OptiPlex 3020 that was refurbished. It says 1.2 but I need to upgrade to 2.0. It says the BIOS Version/Date Dell Inc A19, 10/30/2018. How can I upgrade this? Or do I need to buy a new computer?

It depends on what you need. If it's full support for Windows 11 and Windows updates being automatic, yes you do need a new system.
You can install Windows 11 without TPM support and on the unsupported CPU that system has, but you'll be on your own to do updates from then on - they won't be automatic.
