upgrade GPU on optiplex 755
I have an Optiplex 755 and I installed a NVIDIA-GT730-Graphic s card with 2 GB memory. The problem I have is that the video flickers sometimes and some heavy graphical websites gets really pixelated and sometimes both monitors go blank. I have downloaded the latest driver. Is it because the power supply is too low (280W) I think or is it not compatible?

The NVIDIA-GT730 may be defective or underated for what you want to use it for. Your 280w PSU should be enough to power your 38w GPU.
I take it you have the DT (desktop) version of the 755 if your PSU is 280w. Letting us know the size of your Optiplex speeds troubleshooting.
Quite often recommended by one of our Rockstarts is the GT 1030 GDDR5. Make sure it comes with a short bracket for a slot cover unless it already comes with both brackets.

13 year old PC, made turn the cap bad plugue, the 730 is 6 years old only.
The PSU is bad if a 2nd card fails, many PSU this old for sure made in the PLUGUE years
wiki PC Cap plugue and read. (real deal bad)
The RTC coin cell is bad this old but not THIS problem but soon.
bad card, bad PSU.
lacking spares of each means no way to prove it, so most folks lacking fancy tools, like PSU testers and my scope can not test A PSU, (for noise is first)
these folks guess, and toss the coin, and or , pick the cheaper one, the 1030 is $37 and PSU $20+ more.
so buy new card on newegg.com and not used cards, if more bad used ones are fun then by used.

no port type of the 4 told, VGA to DP
this card does 2 , DP and DVI.
Do not hot swap anything inside a PC< , AC power cord pulled and push power button 3 time for 1sec.,DRAIN ALL CAPS< first, is what that does to end the BOOM and smoke thing,
PSU not only go bad, but go weak or have huge NOISE on their outputs, causing screens to go nuts. and more.
The PSU noise
this is a bad PSU, with 6 volts of hash noise on the PSU 12vdc power rail to GPU. NASTY is the word.
and is BAD CAP.'S I can see this easy but not you, all you can do is guess. (have 3 fine scopes in my lab)

answer 2: what 755 is it, DT?
why even run a PC PSU this old at all. (find newer I would or a new GPU card)
280(275w) is the DT? not MT full sized mini tower. so you have low profile 79mm high video card, no URL to card.
this PSU DT there ( the sideWinder,? snake PSU)? looks ATX but is NOT, it is too narrow.
DT , this what you have , I am told and believe that this is NOT ATX sized, due to thing PC case.
