Also this is a 10 year old system. It may be time to consider a new or much newer system. That 2nd Generation CPU has served it's usefulness.

This tech document from Intel states that MB with Q67 Express chipsets cannot be upgraded from Generation 2 to Generation 3 CPUs. And see this Dell support document.

No because you dont have enough power in SFF cant use k series 95w cpus only 45w to 65w S series
You will also find entire 4TH GEN system for the price of what users want for K SERIES CPU.

Optiplex 990 Tech Guide
Top CPU for the 990 SFF is the I7-2600.
As for "k" CPU's, 990 BIOS does not allow for OC.

Funny enough I've upgraded my psu to 550W 80+ bronze psu by installing it outside the case. And yes I also install my gpu outside the case by using a riser cable. Can I still be able to install the i5 2550k?
