Yes to gpu and ram.  Very old model. I would not invest in it except for retro tinker hobby.

example: Matrox PH-A8X128F Parhelia 128MB Graphic Card, AGP 8x card Microsoft DirectX 9 support,

Memory
Type 333- and 400-MHz DDR SDRAM
Memory connectors

small form-factor computer: 2

small desktop computer: 4
small mini-tower computer: 4
Memory capacities 128-MB, 256-MB, 512-MB, or 1-GB non-ECC
Minimum memory 128 MB
Maximum memory

small form-factor computer: 2 GB

small desktop computer: 4 GB
small mini-tower computer: 4 GB

@redxps630

GX270 is not likely working due to cpu not supporting NX, LAHF SAHF, CMPXCHG16.

Not aware of ANY socket 478 cpus that meet the minimum requirements.

userbenchmark gx270 26626735

So neither WINDOWS 8.1 or Windows 10 will work regardless of what GPU you have.  This is also why you will not find GX270 listed on userbenchmark running WINDOWS 8.1 or 10.  Windows 8.1 10 requires Data Execution Prevention (DEP), a feature of CPUs and motherboards that helps prevent malware or poorly designed applications from running program code out of parts of memory specifically allocated for data. T
he motherboard BIOS, in particular, must offer a DEP setting, which has to be enabled. AKA NX

GPU is optional but NX and the other instructions are NOT optional. Systems with CPU before 2006 are very unlikely to EVER be able to install let alone run WIN 8.1 or 10. Oldest known working units that I have are Optiplex GX620 models with Pentium D 915 to 960 and the max 3.25 gigs ram where the other is stolen by INTEL Graphics and more than 4 isnt an option because you cant use 2 gig dimms in the ram slots due to chipset incompatability.

Win7 32 bit will install but without 4 gigs of ram is very very very slow.  Requires more than 2 gigs ram because intel graphics steals 768 megs of system ram.

could my device run windows 8.0

NO because NX is required.

Windows 8.X, 10, 11 requirenments
64-bit Processor 1 gigahertz (GHz) or faster with support for PAE, NX, and SSE2

64 bit processor needs to support CMPXCHG16b, PrefetchW, and LAHF/SAHF.  Oldest Model that meets this is Optiplex GX620 with Pentium D 915 to 960 dual core. Windows 11 runs on these models which have PCI-E 2.0 X16 video slot.  However these models do not support quad core so they are not recommended.  Most modern systems work best with quad Core I5 I7 second gen or newer with 16 gigs dual channel DDR3.  That means Optiplex 7010 9010 minimum.  3XXX series are not recommended due to lack of USB3 and AHCI operation for the onboard sata ports.

Support for Windows 8.1 will end on January 10, 2023

Support for Windows 8.0 has ended its now EOL EOS, End of life End of Support.
