Upgrading Optiplex 3070 Micro CPU

I'd like to upgrade the processor on my Dell Optiplex 3070 Micro from the i5-9500T to the fastest compatible one for the H370 chipset, which is the i9-9900T. The problem is that they are OEM only, you can find engineering samples online, but they are lower performance and apparently illegal? Someone has suggested buying an i9-9900 and 'turning it into' the T model by turning down the all core boost to 3600 MHz and PL1 limit to 35W in XTU. Is this something that can be done?
