Step 1: Press the three keys simultaneously – Alt + Ctrl + Del and reach the "shut down" option. Step 2: Select the drop-down menu with the "tab" key and use arrow keys to select "restart." This will restart the system, and probably the black screen issue disappears.
Lol. Those patterns are not scary or ominous. I see them a lot on both Dell desktop and laptop on initial boot screen when I use usb to install windows. Just ignore it. Once Windows installation complete loading files from usb, a normal Win 10 installation screen will appear with no strange pattern, which you already know. They are basic video adapter quirks and not limited to your pc. A completely innocuous, idiosyncratic and transient video pattern. Agree w JOcean, has nothing to do w secure boot on or off.
also, they can look like some other stacked pattern depending on which Dell pc. I just never bothered to capture them on camera once I got used to them.

I have had this issue on systems that did not have Secure Boot enabled but they booted into Windows normally and ran Windows without a problem.

I have been doing this for years and never saw it before. The fact that I could replicate it made me think there was something to it.
I had no issue installing or running the PC after the first few seconds of weirdness.
