Disabling Access to Modify iDRAC Configuration Settings during POST

Dear DELL team,

According this documentation https://www.dell.com/support/manuals/en-us/idrac9-lifecycle-controller-v5.x-series/idrac9_security_configuration_guide/disabling-access-to-modify-idrac-configuration-settings-on-host-system?guid=guid-e80f9281-11d9-47a8-96cc-875c540901b0&lang=en-us , I set "Disable the iDRAC Local Configuration using iDRAC Settings" and "Disable the iDRAC Local Configuration using RACADM" in Disabled state.

But then, during POST, when I press F2 and enter BIOS setup in server`s console, I still can change any iDRAC settings.

I tried on two different DELL models (R350 and R650) with iDRAC9.

Could you please advise, why these options don`t work?

If you change the state of both those options to Enabled, do you get the desired results? I ask as I believe having those two options Disabled means they will not function, but Enabling the options allows them to disable access, if that makes sense. 
 
So I would try enabling the options and let me know what you see.

@DELL-Chris H​ Yes, you are absolutely right. I was confused by meaning of this options Enabled/Disabled.
