pe1855 setup GB pass through not activating?

I am new to this blade concept and could use a little help.
 
I am doing the initial setup of a pe1855 with 5 blades.
module bay 1 and 2 each have a GB pass through but the status light does not illuminate. If I put a 5612 switch in bay 1 then both the switch and pass through status lights blink green as does the indidcator on the front of the chassis blink fast yellow that indicates a hardware issue.
 
When I put the pass through back into slot 1 then neither pass through status lights illuminate and the indicator on the front of the chassis stops blinking.
 
Is there something I need to configure to get the chassis to accept the 2 pass through modules?
other modules installed: slots 3 and 4 are blank and i have 2 dracs and one kvm module in place.
 
any help will be greatly appreciated.

I guess that the simple question is: Do they work?  The GB passthru modules do just what their name implies.  The pass through the GB ehternet from the blades.  They will NOT downspeed - they only run at gigabit.  This means that you must attach the cables to a gigabit port on the outside...

So, the pass through MUST have a line connected for the Status LED to illuminate?
 
I would think the STATUS LED would illuminate without any cables connected to it.
Doesn't the Status LED just show the module is powered on and functioning?
 
If I put the switch in slot 1 then the Status LEDs blink green on both modules....but I get the yellow blinking led on the front of the chassis.
When I use 2 pass throughs I get no status LED illumination on either module nor do I get the blinking yellow led on the chassis.

The single "status" LED only is triggered when the DRAC/MC will not allow it to power up. (Mixed fabric types)
 
The PHY module passes gig and gig only in a one to one ratio.
