Power On Server - blinking Power Switch?

We just racked a PowerEdge 2600 machine using the Rack conversion kit and got everything in place.  Plugged in the power and we get a blinking power switch but are not able to boot the server.  We've tried holding in the switch for several seconds, thinking there was a delay, but maybe not long enough.  We also noticed that  the 2 power supplies only have 1 light each on them.  It is the Light that has the plug and then a lightning symbol (bottom light).  All the other Dell servers have 2 lights on the power supplies.  Does the battery in the power supplies have to charge up before you can boot the machine?  How long does it take to charge?  Help!  Thanks!

do you have more then one supply in case? if so did you try turining on with just 1 ps?

you will get the PS fault light to blink .. but may help narrow down the problem

Thanks Bilbus,

It actually ended up being a faulty power switch controller card.  The Technician was here Friday, changed out the card and it works great now!  Thanks for your suggestion though.
