The vFlash is meant for a single time boot, not for a regular boot device. You'll want to use something else for a regular boot device.
One option is to put a USB memory key in the USB port on the 2nd riser (see page 62 of the online hardware owner's manual).

OK, thx, same answer I've got from Dell Russian Support tech.
Better to get a SD card reader or, like you said, get an usb flash kingston

Uf.. i've been mistaking. To attach a vflash sd card, we should go to idrac7 web, open vflash, open Manage, and check a checkbox - Attach.
But it doesn't make a sense that server can't boot from vflash drive without assistance. ;((
