I would start by resetting the idrac to defaults. On bootup, hit Cntrl E and set the idrac to defaults. If this still doesnt work, power down the system, and pull power for one full minute. Then plugin power and let the system sit for 1 full minute before powering on. After you power on, you may system System Services not available for about 5-10 minutes. Any longer than that and try the info below

If someone is still looking for this information, here is what I did to resolve this issue:
Download the Lifecycle Controller Repair Package from
www.dell.com/.../DriversDetails
http://www.dell.com/support/home/us/en/19/Drivers/DriversDetails?driverId=7Y5M4
Upload the this package using DRAC's firmware upload interface.
Reboot the server and predd F10 to goto the System Services.
Goto USC settings and configure the IP address information.
Goto platform update and select ftp as source.
keep ftp.dell.com as URL and click next .
Select the Lifecycle Controller for update in addition to whatever else you want to update.
Take a cup of coffee sit back and let the magic happen on its own.

Installation instructions
1. Download the file (.usc) onto your storage media (USB key or hard drive).
2. Connect to iDRAC on your system using the iDRAC web interface. For more information on the iDRAC, see the iDRAC User's Guide.
3. From the iDRAC web interface, click "Remote Access".
4. Select the "Update" tab, and then browse to the image you downloaded in step 1.
5. Click "Next", and then click "OK" to confirm the upload. Allow the process to complete before you continue to step 6.
6. Reboot your system, and then press the key to enter the Unified Server Configurator interface.
7. Select "Launch Platform Update" to complete the installation of all recommended updates.
