I would say from your description that the card isn't working in that slot. I would suggest that you take the server to a Minimum to Post configuration. That is removing everything from the server except the following;
CPU.
Heatsink for CPU for prevention of over-heating.
System Board.
PSU.
Front panel (to power system ON).
1 DIMM for CPU.
That includes removing the graphics card as well. After removing everything, but prior to powering up, locate this jumper (shown below) and move the NVRAM_CLR jumper over.
Power up the server, when you see lights power down and restore the jumper to its original location. Power up completely after that.
Plug the monitor to the embedded VGA port on the rear of the server.
The server going to just a lone 1 on the diagnostics indicates an issue with the memory, specifically that No memory modules were detected. Could you test each dimm individually in slot 1. Now if the server is showing 1,3, and 4, all at the same time then it is an indication of a system board hardware failure. Could you clarify if they all show or if the 3 and 4 drop of and leave 1 alone.
To the flash i was trying to post this from a iphone anyhow that thing did mess up some stuff for me. I fixed the display issue my main problem i was having is trying to install windows 7 on this computer. I eventually some how did something in the bios and it worked. Before it wouldn't show the 2 hard drives that were in the computer. I need help setting the bios to boot windows 7. I have some how managed to install it from a USB. I just need to know what the bios setting should be should it boot from bios or uefi right now it is set to bios. I never had a server before i don't know what is the difference between this and a normal desktop except server has some better hardware and more hard drive bays. Basically what i am asking is how do i configure the bios so it stops showing me these commands for things and just boots into windows 7 quickly. During the install process i deleted one of the drives from the windows 7 setup screen and it would not show up once the windows was installed i physically removed it since i don't need that much space anyways but i am not sure why it doesn't show up. Would be nice to know. I am going to download the Server 2008 drivers for this pc and go from there i will make a brand new post about this subject. The jumper trick worked for me and i was able to install windows 7 once i switched the drive from raid to ahci

Still no luck with it. I also noticed that there is two jumpers, do I only use one?

Yes, only move the NVRam_Clr one over. When you power the server, what are the 4 diagnostic LED's showing?

Also I had a no display problem before, and all I did to fix it was to replace the cmos battery

It only shows a 1 on the front.
I saw the 4 flash for about a second before the 1 came up
I also saw that the lights flash 3 and 4 then a 1 when the jumpers are back in their normal position.

I noticed that it flashes 1 3 and 4 at the same time, so it is the motherboard? I also tried new ram in it and there's still a 1

It does look like an issue with the motherboard. Do you happen to have another matching system we could test the components of this server with?

I have the same issue with 3 T110`s the memory checks out ok in my t610 is there a motherboard reset or anything else i could try
