Tower configuration vs rack configuration in T430

They are identical aside from the fact that one has the plastics to accommodate sitting on the floor(tower) and the other has the plastics to accommodate being placed in a rack. They are functionally identical.

What's the difference? are both hot swappable?

They are functionally identical. The only difference is exterior plastics to accommodate the different use scenarios. Some systems that have rack and tower configurations may have different control panels so that the display is easier to read when the system is horizontal or vertical.
