You mention BIOS upgrade, BackPlane firmware and PERC drivers (BTW, latest drivers version is v2.8.1.6085 A15), but what about PERC firmware (latest - v2.8.1.6098 A16), Adaptec's Controller Management Software version 2.8.6046 A13, and Management utility (FAST) for NT 4.0 and Windows 2000 - v 2.5.0.2988 A07 ?

I looked up the configuration on this system http://support.dell.com/support/topics/global.aspx/support/my_systems_info/en/details?c=us&l=en&s=gen&~tab=2
Your issue is known as a SCSI timeout, and is caused by noise on the SCSI bus, replace the cable and backplane. the original parts are not available (0036R cable, and 94243 1x8 BP)
I advise getting cable P/N 83KNG and the 2x4 backplane (not remembering that particular part number)
