You should see the prompt during startup, if not then you may be running the drives not off the raid controller but off an embedded controller.  You can check by accessing the BIOS and then see if the Raid is enabled under Integrated Devices.

I am also sending you an email, please reply to the EMAIL with the service tag of the server and I can see what was shipped with it.

Let me know what you find.

1. PERC cannot be accessed from the BIOS Setup (F2); it has its own BIOS prompt - CTRL-R. BIOS will sometimes have the ability to enable/disable the add-in/integrated RAID card though.

2. Are you sure you have a RAID controller installed?  

Which controller do you have?  If you can't see it during POST and can't see if from OMSA (What did you install on then?), then you might not have one installed (or it might not be enabled or even hooked up).
