Drive not initilizing?

My PE came factory with 1 U320 15K 36GB drive in raid 0.
 
I want to configure it to run 2 drives in Raid 1. I purchased a refurb drive, same model number as the seagate that came from dell, but a OEM refurb.
 
When i install the drive in RAID, controller says "drives not responding canot be initilized", the drive size shows up as "---"
 
When i try to load the drive in SCSI mode the drive spins up, but then fails to respond to the controller, when i try a low level format the format fails.
 
When i try to run seagate tools, it can not find the drive.
 
This is not just 1 drive, i RMA the first OEM refurb seage drive, got another OEM refurb and it is still doing the same thing.
 
Dell tech support is stummped, as i am, any suggestions?

Are OEM refurb drives just that poor? I have tried everythign here, and seage is sayint that the OEM drive's firmware might be different then the firmware on the drive that dell shipped to me, and that is why the drive may not be working

What sort of PE do you have?
Have you tried installing the drive in the slot where the original drive is
and initialising it there in the BIOS.
You may have a bad SCA connector.

Two cents...
When a drive fails in a raid, other than heat or head crash problem, sometimes they can be placed on a scsi adapter and tested with numerous scsi tests and they pass with flying colors, no failures, no errors.  
As in the case of  Seagate drives, they pass Seagate's Enterprise tests. I  had a few drives fail in arrays, placed them on SCSI adapters and ran them for a few years.
 
I send warranty drives back to Seagate, they are retested, and sent out again. Probably a good chance, the errors are not picked up.
Now if a private company gets a drive back, who tests the drive ?   Someone in a back room with a SCSI adapter, and the Seagate Enterprise utility.
