Nevermind, I have resolved my own issue. I went to server paprameters and and change the setting to go to a dos prompt instead of powering down when issuing the DOWN command. Thanks.
On a server running the ACPI power management driver, this parameter controls the behavior of the DOWN and RESTART SERVER console commands. ON - (default) "DOWN" Shuts down and powers off the server; "RESTART SERVER" Shuts down the server and performs a system reset. OFF - "DOWN" Shuts down the server and leaves power on; "RESTART SERVER" Shuts down then restarts the server.
A side note,
SET Power Button Mode
On a server running the ACPI power management driver, this parameter controls the behavior of the power button. 0 - Power button disabled; 1 - (default) Power button enabled for shutdown (uses "Power Down Delay" setting before shutting down and powering off the server). CAUTION: Without the ACPI power management driver loaded, pressing the power button will immediately remove power from the system. CAUTION: Pressing and holding the power button for 4 seconds removes system power regardless of this setting.
