Problem running cdburner

Grasping at straws here :-)

I have a Dell PE1900 here. running WS 2003 Seems to run fine and Diagnostic finds no problems. However I'm having trouble with the CD burner. It works ok in "Drag & Drop mode" but CDBURNER.exe is NOT working.

I've turned on the IMAPI service (In Automatic and Manual)

I've had the Authorize Only Local Logged in Users set enabled and disabled

and I've replaced the burner. (Twice and the burners I removed   will   burn CDs in other machines.) I still can't get CDBurn to burn an ISO as it does in XP and Vista.

Roxio is NOT installed nor Nero or any other 3rd Party setup.

No I'm not trying to burn a DVD ISO nor on a DVD+_R or RW.

Yes I replaced the CDburn.exe with a fresh download.  

Boot INI does NOT have /PAE switch Memory is 4Gb not over .....  

Any ideas about what to look at next ???
