.SIF error during initial instal. Help?

I was wondering if anyone out there has run into the problem below? I have a Dell PowerEdge server 2600, that came in last week. When I try to instal Windows 2000, right after the initial copy of files and the 1st reboot, I am getting the following error:
"The following value in .SIF file used by setup is corrupt or missing:
Value 1 on line 0 in section [Keyboard]
Setup cannot continue: Press F3 to quit."

I tried using 3 different OS CDs, but still ran into the same error
