Using RACADM Utility

I am trying to upload my self-signed cert with the private key using the RACADM utility. I am needing to use a self-signed cert instead of the default cert for my iDRAC interface. I successfully installed the utility on the actual server of the iDRAC. When running the racadm command to upload a key file I receive the error message listed below. I am able to connect to the iDRAC via ssh from the local system.  I would use the WebUI to upload the cert but I cannot load the private key via the WebUI. Can any one please assist me with this.

ERROR: Unable to connect to RAC at specified IP address.
