Can't access training window

There's been exactly once i've been able to access training and then never again. I can get to ym courses page now, since every now and then the page just wants to complain about an administrator and whatnot. I'm assigned to my company. the only time I get in is from complaining about it to support. even when I do, the main issue is that when I click launch on any course this pops up.

I've tried different browsers, on my phone, clearing cache, no security in browser and windows, restarted device, opening link in new window. 

this is ridiculous. all I want is to have my dell certifications and since September, I've literally only had one time when I've been able to access it fully. anyone have any clues or ideas as to how this can be fixed, for this issue is the one in my way at the moment.
