Data administrator
Let me start by saying that I have a 650F without software. I know that data administrator is licensed software, and as such cannot be downloaded freely. If I have a transfer of ownership for the 650F can I then receive the software? As I understand it I cannot really use the 650F without it. Basically what I need to know is if there is a way I can get this thing to work, or if I now have a 120 pound piece of garbage? If I cannot get data administrator is there other software that will work like EMC's Navisphere?

You can talk to it via the DB9 Serial port
19200 N81 Null Modem
No flow

You have to pay for data administrator.
Data supervisor is deliverd with the system en can do the same.
The difference is that data administrator is for an large Storage enviroment and with Data Supervisor you manage your storage per system.
For both software you need the "Managed Node" software also known as the data-agent, (also delivered with the PV650F)
this is the management agent which talk with the PV650F.
