When it comes to the MD3000 SAS array they are no longer  being manufactured since the MD32XX and MD36XX have been released. I was able to find a performance tuning and best practices pdf file.

I would go through that to make sure everything to configured the way it should for best performance. Also just curious but what utility are you using to see the latency that you are reporting? One last thing is you will want to make sure the host that is accessing the storage array is up to date because there may be some changes in the OS, partition table, or sector alignment that may cause some performance issues when working with the MD3000 array. I look forward to hearing back from you.

Thanks for the document and the reply. Unfortunately we have our settings set for 128KiB blocks as what is recommended in the tuning doc. All of our updates have been applied and are the latest available on the site for the firmware card and Storage Array manager.

The tool that we use to check the latency is from Munin.
